Connect Europe and GSMA position paper on the Consumer Agenda 2025-2030
Connectivity plays a vital role in enabling consumers to participate fully in the digital economy, stay informed, and access essential services - contributing directly to Europe’s economic growth and social inclusion.

Consumers are essential to Europe’s long-term economic competitiveness and prosperity, and are at the heart of a dynamic and forward-looking Single Market. The Consumer Agenda for 2025–2030 should reinforce the conditions that allow consumers, especially vulnerable ones, to make informed choices, drive demand for high-quality and sustainable services, and support innovation. In a rapidly evolving digital environment, new challenges are arising that do not connect directly with telco services or connectivity but relate more with the use of online platforms, in our view. Furthermore, it should be a core ambition for the Commission to drive simplification and harmonisation across all legislative files to facilitate an increased competitiveness and financial robustness of all European businesses while maintaining a fair and reasonable level of consumer protection.
In that sense, robust and future-proof consumer protection is important to ensure trust, safety, and fairness. Rather than relying on fragmented, sector-specific rules, consumers would benefit from a simplified, horizontal framework that ensures fairness, transparency, and legal certainty across all services.
