Executive Summary:
The WRCs (World Radiocommunications Conferences) of the ITU-R and their decisions are of great importance for the mobile industry.
Among the WRC-12 Agenda Items, the most important from the operators’ point of view are:
- Agenda Item 8.2: defining the agenda for the WRC-15/16 Conference. ETNO believes that it should contain an Agenda Item to identify and allocate additional spectrum for mobile service.
- Agenda Item 1.17: the ITU regulation should not place undue constrains to the development of 800 MHz broadband networks at the European borders.
- Agenda Item 1.2: a more flexible international regulatory approach is possible as long as it does not conflict with the objective of world-wide harmonisation and interference free operation of Electronic Communication Networks.
- Agenda item 1.19: spectrum sharing by new “cognitive” devices requires regulatory studies to be performed before any change in the Radio Regulations is decided.
These and some other Agenda Items are also of interest for the Association and are considered in the document.
