  • ETNO would like to thank the Electronic Communications Committee (ECC) for the opportunity to comment on the Draft ECC Report 178 “Open and Closed Dialling Plans” and considers that the report offers a very valuable and useful viewpoint on the issue of closed/open dialling plans.
  • ETNO wants to stress that the closing of the dialling plan and the removal of the geographic significance of numbers are two unrelated concepts.
  • ETNO is not convinced that the removal of the geographic significance of numbers is necessarily required when choosing a closed numbering. Geographic numbers deprived of their meaning, either related to tariffs or to the physical location of the called user, are numbers with less value and less ease of use for the calling users. Such an evolution has a strong technical impact and a cost – benefit analysis is needed before such an evolution could take place.
