Response to the RSPG Consultation on the Future Use of the UHF Band
The GSMA, Connect Europe and their members thank the RSPG for the opportunity to contribute to this important consultation on the future use of the UHF band. The attached response includes policy recommendations, analyses, and a more detailed background on the evolving role of the UHF band for mobile services.

The GSMA and Connect Europe believe that Europe should prepare for the future use of the 470–694 MHz band to satisfy evolving needs by:
Initiating harmonisation work, with a mandate to CEPT by 2026.
Proposing a multi-speed approach to accommodate national differences in DTT usage.
Incentivising bilateral and multilateral agreements to manage cross-border issues.
Considering pragmatic introduction of 600 MHz mobile use as an early step where feasible.
Providing clear policy milestones for post-2030, including a primary allocation of the band 470-694 MHz for Mobile at WRC-31 and harmonised technical conditions.
Assessing DTT licence renewals and considering solutions to support voluntary migration and drive efficiency.
Supporting sustainable spectrum assignments that advance connectivity, economic growth, and inclusion.
Identifying a long-term spectrum range for Programme Making and Special Events (PMSE).
Exploring options to enable the ongoing development of, and access to, content such as news and cultural content, as well as emergency information, delivered via broadband networks.
