The year 2012 has been marked by major developments that have occurred on the policy and regulatory scene. We can easily say that we have witnessed a fundamental shift in the policy for this sector.

The announcement by Vice President Kroes in July 2012 of a new approach for broadband regulation has become a major milestone in the recent history of this sector.

There is now a common understanding that enabling operators to make the investments that will unlock growth for our sector requires a fundamental change to the regulatory approach. The regulatory framework has been instrumental in opening markets in Member States to competition and create more choice for consumers. It now needs to evolve in order to reflect the rapid changes in technology but also the challenges faced right now by industry.
