Connect Europe strengthens policy team with two new appointments

Brussels, 24 March 2026 – Connect Europe is pleased to announce two new additions to its policy team, further reinforcing the association’s expertise across Europe’s fast-evolving digital policy landscape.

Pinar Serdengecti will join Connect Europe as Senior Policy Director on April 27, bringing more than two decades of experience in telecom regulation and public policy. Over the course of her career, she has held senior regulatory and competition roles at Ecta, Iliad, Vodafone and Telecom Italia, building a strong track record across both European and national policy environments. Pinar holds degrees from Bocconi University in Milan and King’s College London.

At Connect Europe, Pinar will lead the association’s work on cybersecurity, data protection and trust, while also covering key policy areas including spectrum, cloud, and AI.

The Team will be reinforced by another new hire, Valentin Coutouly, who joins Connect Europe as Policy Manager covering a range of regulatory and policy topics.

Valentin brings close to eight years of experience spanning industry and EU institutions, including roles at Orange, the European Parliament and, more recently, the European Commission’s DG CNECT. He has worked extensively on digital and telecom policy files and offers strong experience in legislative analysis, institutional engagement and policy coordination. He studied at Sciences Po Strasbourg and the College of Europe. 

With these two appointments, Connect Europe continues to invest in a strong and future-oriented policy team, supporting its mission to promote a more connected, competitive and innovative Europe.
